	Perhaps, but the creation of configure.ac is using a well 
established mechanism.

	I seem to recall that just adding a test to mkinstalldirs to gEDA's
configure didn't solve the problem.  The problem was that gettext
(internally) broke backwards compatibility in 0.15 (but fixed later).
Maybe a small number of developers are using 0.15 so I could just nuke
the "hack" and just have those people to upgrade to 0.16.x.
