I'd add a field that says "do not substitute", and why, to indicate that some
place in the BOMs there is a project like a defibrillator or other
such project where you can't substitute this part without lots
of paper work.
Also a part item number may not physically exist at all in some systems.
In our system "software" is a part number on the top level
BOM. It indicates what version of the software gets loaded.
