I was thinking that there's only two ways to get a work into the
public domain, aside from starting there:

1. copyright expires.

2. author disclaims ownership.

In case #2, once the author has successfully disclaimed the work,
someone else could claim ownership of it.

In case #1 the author need not disclaim ownership of the work.

IMHO what you really want to do is copyright it as usual, and license
it for unrestricted use.
