IMHO, this reads either like a re-invention of XML or a subset thereof. 
The grand picture looks elegant. But the devils lurk in the details. The 
proposed interchange format aims to cover all kinds of conversions. So it 
has to be extremely flexible. It will be close to a specialized 
programming language. In German this kind of all-purpose tools are called 
"Eierlegende Wollmilchsau" --- A beast capable to produce eggs, wool and 
pork, too. This sounds too good to be true.

However, there is an effort to define such a universal interchange format 
for all kinds of engineering: STEP, aka ISO 10303

I don't know much about the electronics section of this standard. But the 
3D models section seems pretty complete. If geda is to use a general 
interchange format, it might be useful to adopt ISO 10303. 

Anyway, I'd prefer the unix mode: Separate tools for separate tasks.
