They need spice models so the PSpice users can use their models.  
The published models need to be usable by the lowest of the 
tools.

Some of those models were initially developed in Verilog-AMS on 
Cadence tools, then translated to Spice format for the public.

One popular way to develop Spice C models now is to write in 
Verilog-A, then compile with ADMS, then manually clean up the 
code.

It's kind of like how a lot of software is initially developed 
on Linux because it is a better development environment, then 
ported to Windoze so they can sell it, and the marketing dept 
doesn't see enough of a market for a Linux version.
