If it were me, I'd pick some string prefix (like FOO vs /FOO) to mean
"inverted" and draw the overbar deep in the "print text here" routine.
Nobody else needs to know about it, and that's after all the alignment
and sizing routines.
I can help with the PS stuff. Would a sample overbar demo be useful?

Design rules are often arbitrary. Consistency is its own goal in
cases like this, but perhaps the rules could be extended to include
exceptions like busses and multi-pin power? The rest of it is pretty
close to the spec.
And I didn't see anything in the design specs about positions of
numbers and labels for vertical pins, anyway.
