I'll just add that you have to have

  - a recent enough texinfo

  - the png HID compiled into pcb

  - --enable-maintainer mode turned on

for this to work if you are building docs from cvs.  This is documented 
in README.cvs (well, all but the png part, I just added that a minute ago).
