I may misremember this particular target but I've had some luck with
something like make -k || make. It seems like there are some unrecorded
dependencies for... pcb.png for example, which only gets created later
once the pcb binary is built. Only *then* can texi2html build pcb.html.
Of course you won't notice this error if you already have a pcb.png
lying around from a previous build.
