This is how klik packages work.  They statically link all their dependencies, 
and are distributed as a 'cramfs' filesystem.

klik doesn't actually require a 'net connection -- although it's necessary to 
use the klik portal to download interesting packages, of course!  There's no 
reason you couldn't make a klik package and then put it on a CD, along with a 
small script to set up the system to handle .cmg files.
