There is a win32/ directory in PCB which has a script to do exactly this 
for PCB.  Not that it helps for gschem other than providing an example 
of building against gtk for win32.  There is a "build_pcb" script in 
there which runs under cygwin to build pcb but linking to the native 
windows (not requiring cygwin) gtk libraries.  Then it builds a NSIS 
installer.  Its been a few months since I ran a build so it may have bit 
rotted a bit but I'll bet its minor.
