I will say it again.....

People developing free software try to make it as portable as
they know how, in hopes that it runs everywhere, but as a
practical matter choose one as primary, which may not be the
one you use. The distribution in in source form that usually
assumes a "make" based build system.

Binary packages and distribution specific packages are made by
someone else. These packagers make the packages and give
valuable feedback to the developers.

There is no reason for MS-Windows to be any different. Someone
else needs to take the standard package and port it. We welcome
that someone else to step forward and take on the task.

For gnucap .... I don't have a MS box, but I do have a
cross-compiler, so I distribute a ".exe" that should run
directly, cross compiled with "mingw32" (Minimalist GNU win32
(cross) compiler). This works for me because there are no
other dependencies. For programs needing a graphics library,
good luck.

I just got back from DAC ... A lot of the big guys use Linux.
A lot of the big bucks programs run on Linux, usually Red Hat.
