gEDA-dev: pcb Renumber() "done"

the refdes renumbering code for PCB is in CVS if anyone cares to try it 
out.  Just run the Renumber() action.  I'd recommend saving off a copy 
of your design in case I got it wrong.  Undo seems to work, but you 
never know...

If this works the way people think it should or how they would like it 
to, I can hook up a menu item for it.

The file format for the annotation file which is produced should be 
fairly self evident.
