Of course you're right.  The issue is with aclocal.  My suggestion is
that the part of the auto-tools can be flakey, and that is a possible
place to look for the GNU_GETTEXT bug.  Or maybe not . . .

Maybe. . . . .  Since I don't develop on that machine very much any
more I am a little hazy about how it is configured, what is broken and
what is not.
