I don't know if we support program-suffix.  Just changing --prefix
should be enough, assuming you don't put both paths in your $PATH.

Note that a non-installed pcb can be tested by running src/pcb-bin
directly.  As long as it has *some* installed tree, it works just
fine.  I suspect the wrapper is no longer needed.
