Two questions:

Where do you put this text reference?  In the footprint file itself,
or on the web page where you download the footprint?

THe issue licence text in symbols is that there is no way to embedd
comments into a symbol, at least as I recall.  Maybe I am outdated,
and something has been done in the last year or two....  But if I'm
right it means that the licence can only go on the download page and
in a README distributed along with the libraries.

OK, what licence do you use for dist vs. which for use?  Does GPL
cover both, perhaps with an exemption for the user license?
